P.E. Structural Consultants, Inc. (PESC) is a full-service structural engineering consulting firm founded in 1992. It is owned and operated by its Principals, Lisa Carter Powell, PE and David W. Powell, PE. Lisa and David met as graduate students working on their respective research projects at the Phil M. Ferguson Structural Engineering Laboratory at the University of Texas’ Pickle Research Campus. PESC has experienced steady growth since its inception, and has established a well-rounded client base consisting of agencies, other engineering firms, architects, municipalities, school districts, property management firms, contractors and private owners.
In 1997, P.E. Structural Consultants, Inc. acquired a two-building, 2,400sf commercial office compound located in northwest Austin at 8436 Spicewood Springs Road. Expansion in 2003 added over 600sf of exposed timber and stone conference area and connecting structure. The acquisition and renovation of this property stands as a statement of P.E. Structural’s commitment to a long-term presence in our community and leadership in our profession.
The team at P.E. Structural Consultants, Inc. has completed a variety of successful projects of increasing complexity and scope. In the early years, PESC focused primarily on educational and building retrofit projects. With increasing experience and staff, PESC has partnered with prime consultants to provide structural engineering consulting services for multi-billion dollar transportation projects such as SH130, and high profile buildings like the New Austin City Hall. P.E. Structural staff continue to enjoy the gamut of building and bridge design projects – from commercial and institutional facilities, to major bridge structures, to specialty analyses, to structural investigation and retrofit projects – and the unique challenges that each job presents.
In 2003, Principal David Powell founded P.E. Building Systems, Inc. to advance the technology of his patented precast building system and commercialize its use in both domestic and global markets.
